Are the olympics a random draw based on the 'levels' attained? So the more levels you get, the higher chance to win? (Basically like a raffle) Or is it just whomever gets the most levels for that sport wins?

The more levels you have in each, the higher chance of winning like a Raffle.

I've only just started using the Olympics feature recently, and was getting curious as to how the events are won.
